The community of North Bay has launched its own Rural and Northern Immigration Pilot. Ten communities are currently accepting applications through the RNIP with the latest addition being North Bay, Ontario. The community of Moose Jaw, Saskatchewan had earlier been the last community to launch an immigration pilot scheme. North Bay can now be added to the list of cities to settle in for foreign nationals. It is a community-driven immigration program aimed at attracting professionals and intermediate skilled workers.

To qualify for the Rural and Northern immigration pilot of North Bay, you would need at least 1 year of work experience, a valid job offer from an employer in the community, a language ability in English or French of CLB level 4 or 6, sufficient settlement funds and admissibility to Canada. The participating communities include North Bay Ontario, Sudbury Ontario, Timmins Ontario, Brandon Manitoba, Altona Manitoba, Claresholm Ontario, Vernon British Columbia, etc.
The RNIP was designed keeping in mind the participation of rural and northern communities of Canada to gain access to skilled workers and support from the federal govt. helping newcomers settle as part of their local communities. These communities had earlier been facing many problems like the out-migration of youth, aging populations, and labor shortages. Only a few immigrants are spread out across Canada and instead tend to settle in large urban centers such Toronto, Vancouver, and Montreal missing out on lucrative options elsewhere.
All of this going to change when the RNIP brings attention to lesser-known communities across the four provinces and removes barriers to immigration. Community employers would be involved in filling up the labor shortages and providing foreign workers permanent employment as they become involved in recruitment and immigration processes.
RNIP Eligibility Requirements: North Bay
The eligibility requirements require you to meet both the IRCC eligibility requirements and the community-specific requirements. The application consists of a two-step process. The community requirements would need to be met getting access to a community recommendation and the official application for permanent residency would need to be sent to the IRCC for the final decision.
Eligibility Requirements of the IRCC
IRCC is a Department of Canada’s federal government that manages all immigration applications and they make the final decision on who is granted permanent residence in Canada. Being granted permanent residence needs to have the following criteria met:
- Work Experience- Applicants require 1 year of continuous work experience in the past 3 years or they have completed graduation recently from a post-secondary program of 2 years or longer
- Language requirements- Your level of proficiency in either English (CLB) or French (NCLC) depends on the occupation in which you have been offered employment from an employer in the North Bay community.
Intermediate skilled jobs: CLB/NCLC 4
Managerial and professional jobs: CLB/NCLC 6
Trade or technical jobs: CLB/NCLC 5
- Educational requirements- Applicants should have a high school diploma. They would also need to have an educational credential assessment report conducted.
- RNIP Settlement Funds- The size of your family determines how much money you would need to settle down in Canada. Even if your dependents don’t settle down in Canada, your savings must reflect their share.
- Intent to live in North Bay-Applicants need to have a plan to live in the community. Proof of settlement plans has to be given.
